Master of Business Administration (MBA) or Master’s degree in finance,
Master's degree in finance, economics, business administration, or related field is required;

Additional Requirements
Minimum 10 years of progressive work experience in financial control and audit related field including minimum 10 years of experience in Any core finance position, providing administrative oversight and management systems development.
Knowledge of and experience with PKSF and/or other national- international donor programs' rules and regulations related to procurement and finance is required.
Experience working with financial institutions or NGO sector in Bangladesh.
Fluency in English and Bangla languages required.
Advanced knowledge and experience with accounting software;
Demonstrated knowledge, skills, and experience in accounting, financial planning and management, and procurement, among other management support areas/functions, as required;
Experience in developing and managing a donor funded grants program;
Demonstrated supervisory experience;
Must have knowledge of prevailing VAT and tax regulations of our country and experience of regulations applicable to projects/programs implemented by the donor group.

We seeks a dynamic and progressive professional who brings technical expertise in Budget Control, Fund Control, PKSF and National-International Donor Liaison, Staff Development, organization Finance, Accounts and Administration, Ratio Analysis
Job Context
Our organization is a nationally renowned organization (NGO) which is registered by many Government branches/organizations such as the Department of Social Service, Micro Credit Regularity Authority (02178-00214-00280), NGO Affairs Bureau) and Palli Karma Sahayak Foundation. Since 1979 it has been conducting extensive activities for the socio-economic development of the poor people in the coastal areas of Bangladesh. As following this, various projects/programs funded by partner organizations are being implemented along with micro-credit program. we are seeking competent Manager-Finance. The detailed Terms of Reference (ToR) of the positions are given below.
Job Responsibilities
Maintain organization main & sub-project accounts in accordance with International Accounting Standard (IAS), on a ‘going concern’ basis under Generally Accepted Accounting Principles;
Maintain separate books of account on an accrual basis under historical cost convention;
Prepare monthly/annual financial statements incorporating disclosure on income and expenditure, receipt and payment, and financial position of the sub-project along with other notes and relevant information;
Fund Management
Monitor the flow of funds from the PKSF to sub-project and sub-project to microenterprise to ensure that appropriate procedures are followed;
To ensure a smooth flow of funds from the sub-project to Microenterprise level for sub-project implementation;
Ensure that adequate internal control and arrangement are in place for proper utilization, management, and accounting of funds;
Budget and Financial Reporting
Prepare yearly/half-yearly detailed sub-project budget in line with the procurement plan and other relevant work plans;
Prepare the budget of a new cost proposal, training, and other sub-project activities;
Ensure that shared cost amounts are budgeted for each proposal of the sub-project;
Prepare monthly financial report and half-yearly reimbursement bill for the sub-project;
Sub-project Monitoring
Ensure strong monitoring system of the sub-project through frequent field visits;
Review external and internal audit report along with management letter of the sub-projects;
Administration and Procurement
Ensure that the project procurement rules are complied with the sub-project procurement;
Manage logistics and procurements;
Verifying current inventory levels and keeping records to prevent inventory gaps;
Others Responsibilities
Maintain the sub-project bank account and prepare monthly bank Reconciliation Statements;
Maintain liaison and coordinate with SMART-PMU of PKSF regarding accounts and budget;
Support internal audit section for internal audit and support external auditors with necessary information of the sub-project;
Any other tasks, duties, or specific tasks assigned by the Project Manager and management of the PPSS.
